Adjusting power settings for Shimano STEPS

I've got a new Bakfiets Shadow with STEPS e6100 motor, and live somewhere very hilly (Sheffield). It seems that the power the motor will deliver is a good amount, but it needs the rider to push harder than I'd like to get the motor to run at maximum. I find going up steep hills hard, as I'm in lowest gear but the motor is not running at max (the horizontal bar on the display) unless I pedal harder than is comfortable.

I've used the Bluetooth ETube app and all I can find is a cryptic setting to choose 'comfort' or 'sportive' (not clear which of these is meant to give more power!). It was on Sportive, and I changed it to Comfort, but didn't appear to make much difference.

Is there any way to tell it I want to have all its assistance while pedalling less hard?

I don't know the details on the STEPS but most motors with torque sensors max out giving about 2 to 3 times the power you put in.

One thing I found on the web for the STEPS (wrong model) says:

70% assist on low
150% assist on medium
230% assist on high

It seems the app is giving even less choice; or maybe you are still getting the three levels on your LCD with the app's two settings tweaking those in some way?

I'm never sure why torque systems don't allow a setting of full motor power regardless of user input (as long as the user is pedalling a little); basically like a cadence sensor set to full power.
