It's a stripped down scooter with so called pedals to try and make it legal to use on roads/cycle lanes as pedelecs, in practice these things are too heavy to pedal for any reasonable time and are basically an illegal twist and go moped.
I had a 50cc Vespa Ciao back in the late 70's that had pedals. You started it by turning over the pedals and they acted as a backup when going uphill. It was incredibly underpowered.
The picture is of a scooter, probably 1980's. It would have had a motor next to the rear wheel. The pedals were just to start the motor although you could pedal it a few yards if you had to. As to the make, its anyone's guess.
It's a Chinese electric scooter with a DD motor in the back wheel.
