I would like to know if it would be safe to use a 36 volt charger and rely on the BMS to cut off the charging at 33.6. Any advice would be welcome before I blow something

Short answer : No
Do not trust the BMS alone - The consequence of failure when charging batteries (particularly Lithium) are far too scary with explosions and fire and your house burning down... I set fire to my office with an exploding NiMH pack last June (at 2AM).... One of the cells exploded and showered hot metal onto a chair, which promptly caught fire. I was stood there in my dressing gown trying to get the burning chair out of the door whilst the batteries continued to explode on top of my desk, showering everything in red-hot metal.
Get as many safety features as you possibly can when charging - It's simply not worth trying to take short-cuts. Batteries are just house-trained bombs - Don't forget it.
You might find that your 36v charger has some potentiometers inside which will allow you to reduce the output voltage, and if you can do that then you should be fine... but if not... get the right charger for the job instead.
