She is going to use her crappy xiongying bike through winter then get shot of it as the battery sags and cuts out on high assist. Her spare still works so may get some pocket change for it when we're finished. Requirements:

Stepthrough
48v 13ah or more
Panniers/mudguards
As cheap as possible

So far the only thing I've found is the ncm Milano https://www.ebay.co.uk/itm/NCM-Milano-Trekking-E-Bike-City-Bike-250W-48V-13Ah-624Wh-Battery-Black-26/132928723122?hash=item1ef32b58b2:g:JbIAAOSwl1xcSbSI
Any other suggestions? Really needs to have good torque as she has bad joints, 36v hub just isn't cutting it anymore

36v will be ok if you have the right hub like a BPM @20a.
Woosh Big Bear low step through, a low mileage used one currently on their website for <£900.

The bike kit on the one you listed is good it is a DAS KIT 48v@15a, only issue is you can't get the spares unless through a dealer as they are generally OEM only.

36v 20a and 48v 15a options are both the same power output at 720w so about 576w max at the wheel.

Wouldn't be too fussed about exact spares can always choose and change. Will have a look at woosh again then

the Big Bear LS (LS = low step) has 15AH battery and sensored Tektro hydraulic brakes, that's it's a bit more expensive. The Big Bear have big BPM motor to suit 17st and above.
I would recommend also the Santana3, another low step, which may suit your wife better and also cheaper.

The Santana3 has a high speed high torque Bafang SWX02 code 9 winding, 15AH battery. Code 9 has noload speed at 24mph, will suit riders up to 17st. For your reference, the BPM on the Big Bear has code 13 winding, noload speed 20mph. Maximum power is at 66% of noload speed.
These bikes can have 13AH, 15AH and 17AH battery.

Which of the two has more raw power in your opinion? Both seem like good options

Code 13 bpm has lower rpm and better low speed torque, not many geared hubs as powerful as this at 250/350w.
You have to also weigh up front vs rear drive, I have bpm (13) and a cst 270 rpm. The rear CST is a better ride feel, the front bpm can catch you out sometimes with it's raw power.

Hmm yes not a fan of front hubs tbh. For her use it might be ok, I'd spin out if it were me though

the BPM - but it's optimised for heavy riders whose weight helps front traction.
The Santana3 is lighter and rides much like a normal bike. I love it.

The front BPM can be a bit of handful if you use a configured throttle from rest, under PAS it is not to bad if you use the PAS levels. I found mostly PAS 2 was plenty but for me though if someone had an issue then start in PAS 1 before toggling to PAS 2 OR 3 .
