I cant comment on the Izip folding bike as i have never ridden one. However, there are a few decent priced folding bikes on the market, but much depends on your riding needs?
I have a Powacycle Puma at £599.
PowaCycle - Electric Bikes - Quality UK Supplier. I find the bike excellent for leisure rides in the city and on cycle paths in the country.
It has all the handling characteristics of a normal bike and the electric system is fantastic, providing gentle assistance. It is a pedelec but it allows you to switch to throttle when you need it too. It can climb hills but you would need to put it in higher gear to avoid reduction in range and battery cutout.
The build quality is excellent and the components are very stylish and effecient. The only downside is that the gearing is very low on the bike and your legs are spinning like crazy and not generating much speed due to this

However, the throttle gives you more speed when needed.
Range is about 16 miles but i dont put in a lot of effort so this would probably be more for someone else
It fits nicely into the boot of my car and has made many a holiday very pleasurable as it travels round the country with me.
All in all, its a great bike for my needs...maybe a bit more than what you wanted to pay but my advice would be to test a few electric folding bikes before you purchase, including the Izip to see if you like the way it feels and rides.
