My main concern would be having no battery to check the status of the electrics. If no keys as well, I would recommend to give it a wide berth.

A battery will be about £200. A key-switch about £20. You have to solder in the key-switch, which most people won't be able to do. The price is then £450, which I would say is a bit dear. You should be able to get a running one for £400, so I think £170 would be a more realistic price, and that assumes that the motor and controller are OK, which you can't test unless you take a battery and crocodile clips with you. If the bike is legit, it would be reasonable to assume that something doesn't work. Why else would someone take the battery off?

My guess is based on the number of stolen bike I've heard of...

People take out the battery to charge it at home. So the bike stay out... or is in the garage. But the battery is inside the house for charging.

Thieves go inside the garage or outside the house, steal the bike, and re-sell it without battery.

It's only a possibility of course...
