Help! Need the answer

Hi, I read one of your responses on checking for 5v on the throttle wires coming from my controller. Here is the post-- No 5V on the wires that need 5V. Measure between the black and red wires on the throttle, pedal sensor or motor hall sensor connectors when the LCD is switched on. If you find no 5V, ask again and we will tell you how to solve that. I am only reading 1.5 volts. Do i need a new LCD? or how do i fix?? Thanks
