Powabyke battery replacement

Hi,
I am new to the group and am looking for some advice regarding battery replacement. I have a Powabyke 24 speed commuter with Lead batteries. I acquired the bike new in Sept 2006 and it was used fairly regularly through 2007 on a 15 mile commute and I was delighted with it. It was not used as much last year and I do not now have a possible daily commute by bike so it will be used for leisure going forward. I have, however, kept the battery charged and have run the motor regularly, but when I used it last week, although the indicators show fully charged, power rapidly disappeared and was all but gone after a mile or so and same again after a recharge. The self test seems to be indicting that a replacement “Hall throttle” is needed but I don’t know what means. Any one else had this problem? If I do need to replace the batteries are Lithium worth the cost, which seems to be around £500 with a charger. I live in Shropshire and there seems to be no service agents anywhere near. Many thanks.
