Hello my mode light blink low and high at the same time. Electric power is also intermittent. Anyone have any experience with this issue?

You must show us a picture of the control panel so that we can see which one it is. The flashing is an error code. When we know which control panel it is, we can probably decode it.

One thing you can check is that the motor connector is all the way in. There is a line that marks how far it must go.

I should also note the motor will
Kick in but is inconsistent

Low and High blinking in unison means that there is a brake sensor fault , hence the intimittent power on /off. It might be simply the brake lever not returning to it's default off position or a fautly Reed switch or Hall sensor depending on the version used.
To check the theory out disconnect both brake sensor connections and test ride to see the intimittent on/off clears up. One then can refit one brake sensor to see which one may be giving the fault/error..
