The control panel works from direct voltage from the battery on its red and black wires. You have measured no volts there so it can't work. You now have to trace back to find why you have no voltage there, like the battery is switched off or it's not connected properly. The wires for the control panel are connected to the wires from the battery that go into the controller. They're joined inside and there's almost no chance that anything can break that connection, so you should look outside the controller for your problem.

Now check you have that voltage at the display connector, black and red wires with the battery switched on.
