A Cycle Analyst does, so does a Speedict, but I don't think the cheap ones do, although I've never tested it. They don't have a separate display field for regen, so, if it does work, it'll be hidden in the overall discharge.
The cheap watt-meters I have (Turnigy, Watts-Up, ebay Blue) all measure current in one direction only - if you connect them the wrong way round they show the voltage but zero current, therefore don't record any watts. So if you put one of them between battery and controller you could record Watts out OR Watts in (regen), depending on which way round you connect it.
Presumably if you connect two of them back to back in series (-- Source/Load—-Load/ Source--) then one will measure power consumed and the other will measure power in (regen), although I haven't tried this.
