You definitely need to be at least 14 to ride an electric bike on public roads, cycle paths etc... https://www.gov.uk/electric-bike-rules

 

Indeed, but confusion arises since the pedelec (EAPC) laws don't mention that.

 

Instead the age limit was included as a provision in the 1988 Road Traffic Act.
