Wisper 905 classic throttle oddity

My Wisper Classic has a throttle that doesn't work unless i am pedalling. By that I mean without pedalling -nothing,but when I pedal I can alter the level of power of assistance.

Any thoughts- Thanks

    That's exactly as it should work according to the law since 1st January 2016.

     

    However you have the Classic which is pre 2016 so you may have a full throttle. I would think it is something we can change quite easily.
