Electric scooters are never legal as e-bikes if they don't have practical working pedals, and of course they must also conform to all the e-bike laws to qualify to be bureaucracy free.

Any deviations and they must be approved as a motor vehicle and registered etc as a moped.

Electric pavement scooters are always illegal under any circumstance.
