I dont think so, switching power whilst climbing works for me, I think its more likely the rider inputting the required power +200w that when switching to high the system is already at its 400w ceiling.

Just found the PDF download - it does state 'stop pedalling when changing modes' My wife has the Agattu and I a Pro Connect and both ride the same. Both bikes are 9 months old.

Just had my chain guard off to check the date 10/01/18

So almost a year old when i purchased it 'New'
So what would be the top power on that flecc, any idea?
I can't be certain but I think 2 times in high power mode. 2007/8 bikes had 1.3 times, 2009 had 1.5 times and my impression is that was for a short period before quickly changing to 2 times, I think for all the 2010 bikes. I do have a summer 2010 Kalkhoff document stating 2 times, so that's very likely to be for all that season's bikes.

My 2010 PCS has a 1.75 mode! The others 0.7 and 1.3...

Oh and no mention at all of any need to stop pedalling to change levels in the Derby Cycles handbook...

Thanks NRG, now you mention it I remember a brief interlude with 1.7 times, but I don't know exactly when that applied. My August 2010 Kalkhoff German language document specifies 2 times, so perhaps early in the year the 1.7 times applied for a short while. In that case Biged's bike may be a 1.7 times, though I doubt it makes much difference in practice, given the possibility of hitting the 400 watt ceiling in high power mode.
