Er, is 10 per cent what we used to call one in 10?

If so, it's not very steep.
1 in 10 doesn't seem steep to me either. Perhaps Strava is cheating me then.
Here's an 11% average grade, although it is 1 in 3 in parts http://app.strava.com/segments/2441513?filter=overall

I know for certain no one on here would say that's not steep.

I'm struggling to find a nice even 10% grade as I'm sure the OP will out in the real world, here's another bloody hard steep 11% grade, again you'll see the top speed of the fastest riders.

and 15mph not very fast, so there should not be any reason for the law to pick on aged riders wanting to beat the hills.
The MMT version is good because you can only go as fast as you can pedal.
I reckon 750W is not stupidly too powerful to get you into trouble.

I would have thought not even d8eh's bikes can get up the 3 segments I've posted at 15.5 mph average speed with no rider input.

What about the Tonaro?
Couldn't say for sure right now but I cannot see any reason why the Tonaro would not climb that hill at 15mph.
Peaking at 1500 watts (if that is allowed???), the Tonaro should zip up there in 4th gear without breaking sweat.
Will look out for an appropriate 10% and report back either way.
