The weight is certainly feasible, Brompton folders are even lighter, and a lot more expensive. I doubt it's got much titanium in it though at that price though.
Looks like another cheap'n'nasty import to me.

Agree with Ian, and in addition, it has a terrible gear range, loads of very low gears and a top gear far too low, commonplace with these cheap small wheel folders.
