The penalties certainly seem to send the wrong message. Saw a report yesterday on the attribution of blame in national cycling accidents:

68% caused by drivers.

12% caused by cyclists.

in the remaining 20%, both were held to blame.

Even on the most driver friendly reading of the combined stats, drivers are over twice as culpable as cyclists. That message needs to be sent loud and clear and universally understood.

Even more worrying if you look at the remaining 20%
68% drivers to blame + another 20% partially to blame.

Really not very good is it.
