New cells high resistance?

Hi,all could someone advise me.
I have a brand new 18v power tool battery. I've removed the 10 cells and separated them/cleaned off the nickel.
What I don't understand is they have never been charged or cycled,they are at 3.5v yet have a resistance around 80 mohms.
This seems wrong unless it drops when fully charged/discharged.They are Chinese,but of good quality.

Did you check your meter against a know resistance in the same region?

Hi,yeah I have some cells known to be about 35mohms they measure ok.

I meant you to check it on a resistor of known value from its markings, like SM shunt in a controller or BMS.
