Reading your article, it seems that some people are wanting helmets to be made a legal requirement. Not quite what you say in your title is it. I hope it NEVER becomes a legal requirement in this country.

It's only a 17" frame. I had a bigger frame than that when I was 8 years old. Why do companies today make such small bikes for adults?

My local Tesco has a bike cover which fits a bike up to 192cm long. It comes in a small packet I can't remember the price but it was about £5 or so.
