    You can only evaluate torque mode with the motor under load. Lifting the rear wheel in the air and applying just a little power will always make the motor spin at full speed.

    The noise could be clicking spokes. Try applying a tiny drop of oil to where the spokes cross each other and see if it cures the problem.

    I'd still start by giving the pack a full charge, allowing for a long balancing period overnight. Also, check the charger to ensure that it's still outputting the expected voltage, somewhere around 58.8V.
