    P07 is the parameter for the number of magnets, so P07 =0, 1 or 6. If it's set to a high number, that would be why your speed reads zero.

    Does your motor have a speed sensor in it? There's normally a setting in the LCD for the number of magnets in the speed sensor. Set it to zero if you don't have a speed sensor, otherwise 1 or 6 to get the correct speed. Zero will only show speed while the motor is turning.
