    Trex your right. As we speak, I'm now running my old chain & motor sprocket with my newer low mileage rear cassette. Even though it goes against my engineering background to run new parts with worn, I'll just have to get over it. ;)

    I'd say NO as that's a constant current power supply you have there, designed to drive LED lighting. A lipo charger monitors the state of the battery and reduces the charge current the nearer the battery gets to full.
