    You should be ok with the 800w controller, as long as you only run it briefly, gently and under no load. Some controllers/motors will run without sensors. I assume you are using a throttle? Have you checked that its working?

    Voltage is quite a poor indicator of state of charge (SOC), and with lithium it's even worse than SLA, as there are very sharp drop offs at both ends of the curve. I would guess that 36.9v is between 50-30% capacity remaining. If you need accuracy, you need to put a watt meter on it.

    When I've had similar problems it was because of pad glaze. Take the pads out, rough them up on a bit of medium sandpaper, put them back in then do a series of hard stops from 15mph in succession to bed them back in.

    You don't need to take it apart at this stage (I advise against it). You just need to measure the output voltage with your multimeter and post it here. If you don't know how to take the reading then post a few pics of battery and meter and we can advise.
