It is really is 250w then yes will be legal if the speed isset for 25km/h. I personlly think Bosh are simply massaging figures to suit the rules and motors are like china ones and all rated for anything from 250 - 500w . They feel fit to label as thet see fit.

I don't think yet we have seen a prosecution of an ebike with pedals, there was a prosecution in Wales either last year or the year before with an ebike with no pedals. The guy was given 6 points and a hefty fine for a throttle only bike.
