You are missing the point. I don't think HS pedelecs should be treated in the same manner as standard pedelecs, insurance registration and helmet wearing should be mandatory and they should not be allowed on cycle paths.

It looks well used, so maybe time to change the freewheel or cassette. Sorry I cant be more helpful but I am sure it has nothing to do with the bike being electric.

I though so much from the image. I have never seen this on a hub drive bike, there isn't any power going through the chain drive apart from the rider's. It's probably down to poor adjustment.

Most bike shops wouldn't want to get involved with kits unless they fitted it themselves and supplied the donor bikes Andy. You may be better off getting a kit off the internet.
