One should have checked the disc orientation before gluing it on, can you not warm up the glue to remove the disc to flip it or try pressing out the magnets and rotate their orientation.

The newer KT software L parameters has a setting should there be no halls or a hall failure. L3/1 is default L3/0 for no hall setting. End of the day if OP orders/buys the kit he linked to it will work for sure.

As vfr has said one is best to dump the V12L type and fit a two piece PAS, they are far more reliable and rarely give issues.

With an intermittent throttle why not use the PAS ? If voltage is low then sag when using throttle can cause cutting out when in use, but doesn't explain why the throttle wouldn't work from the off. The fault could be a misaligned magnet in the throttle not correctly being read by the hall...
