    Yes, the battery does seem to be dud. The battery meter will always recover a reading after cutting out since it's voltage driven and dud cells do hold their voltage. They just don't retain the ability to deliver the all important current, and a multimeter can't measure that aspect. .

    That sounds very much like the battery has failed, one or more cells unable to hold their charge. When it cuts out, does the onboard battery meter show the capacity suddenly drop to zero at that moment? .
