Hopefully they will word it accordingly that ebikes that conform to Pedelec regulations will fall inline with the rest of the UK requiring no insurance/licensing and that any bike that falls outside of the regulations will have to be tested, licensed and insured for road use.

Looks like it might have been an honest mistake which is being dealt with so on that side the CS is working. The fact you managed to get to work on an old battery in PAS1 shows that the new batteries are faulty, goes to show in an emergency a scrap battery has a few miles in it to save the day.

The old battery has likely had it but as an exercise you could open it and carry out some testing to see what has occurred, you need a proper multi meter though. It might be some knackered cells or an unbalanced cell group but without proper voltage testing you can't guess what is wrong.

You have over either over charged if that is the case or maybe fried the BMS , try a new pp3 battery in the meter. If the meter battery is old or weak on voltage you will get an eronous reading.

The cells are shrunk wrapped so the BMS must be under the Blue wrap, to go any further you will have to do what I said in point 3 above to remove the actual battery pack.

It is clear to me as is night and day. Try again with the volt meter's dial set to 200v, then you might get a proper voltage reading. If the battery is any thing like a Bosch battery then you may get no sensible reading.

Forget abut green lights on a charger the only reliable way to make sure a battery is fully charged is by using a meter.
