    If it is D/D hub then yes 46 is correct, D/D hubs are gearless so. 46 is the standard P1 setting. P1 relates to hub gear ration and magnets inside a geared hub, the multiplied figure helps to set the odo speed correctly though can be adjusted manually to try and get it a bit more accurate.

    48v may be a little too much for these lightweight unless you use a max 12a rated controller, safer with 36v 15a. Lightest Q is 1.2kg so 48v will kill it quite quickly.

    A very generous helping hand for someone to have a bit more freedom. inverted brake levers don't do it for me though, seems a lot more effort is required opposed to pulling on them.

    Going back to #1 we are looking at 48v, ideally you will want to match the batteyr as mentioned to the max controller ramp draw. For a cheap bms this one on ebay should be with you in a few days but has no switch wiring so you would have to do without, 51mm x 69mm. Also no soldered tails...

    The charger led is a dual colour one, I have four 2a chargers and they all are like it. Did you look at the BMS charging mosfet I mentioned as it will be the cause of charging not taking place if it is damaged.

    When I fault find a battery after the bms check I strip the battery pack bare and remove all heat shrinking etc and check all the cell ends.     The charger led is the same led it changes colour green /red/green depending on whether current is flowing or not. Green when only charger switched on at the mains is no current passing but ready. Green when charger & battery are connected is charging finished no current applied, at this point...

    Group readings are all good though a little unbalanced. Plug the bms jst back in to see if it will switch on and allow charging, sometimes this can work. We know from your reading that discharge also shows 48.7v which matches the cell readings, so most likely fault is with the bms as the jst...

    Charger light only shows red when it is charging, so for what ever reason the bms isn't switching on to allow current to flow so remains green . As previously mentioned could be a low or high cell reading.
