    Yes, it's only the 60kph assist that's illegal of the figures you mention. However, if it's genuinely capable of 60 kph motoring it will be far more than a 250 watt motor and is likely to be one of the direct-drive motors switchable between 250 watts and 1000 watts or more. Those are not legal. .
