10mm motor axle into 9mm front fork dropout?

Looking to shift my Tongxin onto a different bike. The motor axle is 12mm with 10mm flats, but my fork dropout just takes standard road 9mm axle. So do I...

File the 10mm axle flats down to 9mm.
File the dropouts out to 10mm.
Need a new fork which will accommodate 10mm axle flats?

I'd definitely leave the motor spindle alone, and in every case I've known, others always file out the forks that fraction.

They're steel 531 Dawes Galaxy forks, so not as beefy as previous bikes' Surly Cromo MTB forks.

I'll take the file to the forks then. (I'll also work out a torque arm, having read recent threads.)
