Now you are in my area of Experience Street Trading , most ice cream vans operate without street trading license or they are allowed to stop for a short while .BTW I wouldn't put too much effort into the ice cream outside schools idea as I think you'll get banned immediately. Schools do not want distractions at the pickup/drop-off points/times for safety reasons.
