It looks to me like it could possibly be a self centring steering device?

Steering limiter

Perhaps a steering lock limiter, useful for preventing the steering going to negative lock when using the prop stand on a side slope.

In the extreme, it would prevent the phenonena known as 'tank-slapping'.

It does look like a steering damper doesn't it.
It's rare pushbikes will get into a tankslapper as they don't usually go fast enough but I've felt a bit of a wobble at high speed so considered something like this, I haven't got one yet as I didn't know what it was called or what it's intended use was.
I mainly want one to hold my wheel straight when it's on the maintenance stand, but I could use a bungee for that I guess.

As for the original thingy - I have heard of something like that designed to keep the wheel straight when using a prop or centre stand.

It's a long known device, just to stop the front wheel flopping about, some Giant bikes have them as well. They aren't intended as dampers. They are usually only fitted to utility general purpose bikes for user convenience, since the front wheel flopping around when trying to hold a bike still and locking it or loading with shopping etc is a nuisance.

It is possibly the connection cable for the front light. A bit of an odd way to do it but it must work!

It is the same as on the our Synergie Breeze a spring to hold the steering in the ahead position because both of those bikes have centre stands and the weight of the rear hub wheel and battery drops the bike onto the back wheel. I removed the centre stand from my Aurora because it really wasn`t wide enough (about 4" inside legs) but left the spring in place because it keeps things more in line when on the side stand. BTW the Breeze centre stand is around 7" inside and very secure.
