Unfortunately in the UK our rain is frequently accompanied by strong winds so these are impractical here. That's not true of many areas where heavy semi-tropical rains occur, so I can see why they use umbrellas while cycling or even when riding mopeds in those areas.

I remember using a large umbrella on a fork lift truck once.

It was very practical and showed my staff that work didn't have to stop just because of heavy rain.

If you mounted the umbrella vertically it could act as a sort of spinnaker sail for extra non-pedalling assistance...
