Avocet viking e-go speed limiter pot?

I've had the plastic covers that hide the controller off of a relative's viking e-go to repair all the broken and missing bits with dissolved ABS.

There's a couple of white wires coming out of the controller with a 10K trim pot connected by a plug and socket, which was wrapped in heatshrink, would I be right in thinking this is for adjusting the maximum speed, or could it be for something else?

If it is a speed restriction adjustment, is the claim I've read elsewhere true, that up to 10% over speed error is permissible, so I could adjust the max speed to 16.5mph and it would still be fully road legal? It is a ~2013 model that's restricted to 15mph, with a retrofitted thumb throttle.

Yes it probably is a potentiometer as to whether you would get away with 10% over speed only a court /magistrate could decide. The actual 10% over speed would be 17.05 mph.
