In PAS setiings 'Keep Current' is very low ideal for ultra conservative power and max battery range but means you are only seeing 20% of the 18a current available, most set this to between 60% & 100% to get more power from the motor.

In throttle handle mode is set to speed change it to current.

I'm not 100% if the speed/current setting on BBS only affects throttle as this is where it is headed under.
With remote controllers on hub bikes the speed/current control setting affects how the user control is delivered.

Speed control setting allows max current in all PAS levels with each level having varying max speed limits.

Current control setting allows varying current in all PAS levels with each level having max speed available.

Current control allows more control of power required whilst speed doesn't , the speed setting may be part of your jerking issue as it will give max current leading to surging you are getting.
