Even if throttles were outlawed I`m sure we would all come up with a hidden throttle of some kind or another( I look forward to the challenge
Getting back on subject, it really does make all the difference to know just what is going to be required from a bike purchase. for just local leisure and pleasure riding I think you can get away with anything but for serious commuting then that`s where you need to make sure before you buy. Range is going to be the deciding factor if it`s the latter.
My wife and I have just come in from a 2hr ride around the countryside with a stop for refreshment. Shes riding a £350 Cyclamatic plus MTB 24V 200Watt and I was on my Powertrek 36V 250Watt at near £700 and she was in my mirrors all the time beaming away.At other times she chooses to ride her Cyclamatic £313 folder and again she is always in my mirrors beaming away( with a slightly larger front chain ring).The only time I have to stop to wait for her is when I`m riding my Alien converted Evans MTB that can really move along.
I would say to try out if you can before you commit.
