who actually owns and runs this site

Owned and run by Russel Scott. I believe he started it back in 2006 when he was thinking about getting a pedelec.

Yes, Russell was an eZee Torq owner who started the site in September 2006, but initially with no take up in the opening week or two. He contacted me since I already ran the "Torq Talk" site to invite me in and I joined as first member and made the first post. To get initial growth here I linked from my e-bike sites into the pedelecs site and included a pedelecs introductory page on my sites.

I remain an ordinary member without admin powers by choice, the honorary "guru" title given after solving a battery problem for Russell and his bike's importer.
