E-bike for a short rider

Hey guys,

I wanted to start e-biking after spending alot of money on uber jump bikes and lime bikes in and around London. My commute will be mainly flat (9 miles one way) on London busy roads.

My budget is £1500 but I am only 5 foot 4 (163cm) and although woosh bike shop is only a 45 minute drive for me, most of the bikes are for riders above 5 foot 8 and so no good for me.

What would you recommend me?

What is the min seat height you need from the ground to the top of the seat this one is 30/31 inch
