What is the law?
E-bikes are not allowed on motorways. In the UK, e-bikes (also known as electric bikes) are generally allowed on roads and cycle lanes, but not on motorways or dual carriageways.

They are also subject to the same laws as regular bicycles, with the added rule that riders must be 14 years or older to use them on public roads.
I think that might be a crock of horse do do.

According to local man, Tony Daykin, the balaclava-clad rider was pulling a wheelie...

He said that his wife Kathaleen, who is severely visually impaired and with hearing implants, had gone into the road to find out the cause of the noise.
What a strange thing to do.

This looks like the favourite type of rider of @guerney.

Surrons aren't noisy, the sound of random massive flatulence piqued her curiosity and led her to peril. This all could have been so much worse, even with a gas mask.

This looks like the favourite type of rider of @guerney.
It's a two pronged epidemic of gigantic proportions around here. Rapid highly gaseous fatsos Surroning all over. Carrying food could make me a target.

Electric scooters without batteries. The idea is pretty sound. I can see some advantage in some busy foreign cities where motor scooters are everywhere, but it would achieve nothing in the UK, where there aren't a lot of people using motor scooters, and the modern ones do 180 mpg, so not exactly dirty and smelly. They'd be better off looking putting their effort elsewhere to save the environment.

What's the betting that one of those charging/storage stations goes up in smoke?

He got what he deserved, but he didn't crash into the pedestrian. It looks to me like the pedestrian reached out and tried to pull him off his bike while it was travelling fast, which wuld be assault. He was lucky to get away with that.
