I think it's a removable crossbar for step-throughs which you can use for securing the bike on a workstand, bike carrier or whatever. Thule, among others, make them and I think you can buy them in Halfords.

I think that must be it Flecc, I certainly wouldn't steal that bike with a skirt on!

As such, if the bike was stolen, we might assume the incumbent is not a skirt wearer!
