Help! Freewheel cog on yose backwheel pinched

Hi , Just unboxed new jose ebike kit and my existing freewheel cog i put on the e wheel is jammed somehow . Like its being squashed.
The pedals turn with the wheel and i cant coast along. Am I missing a spacer or something
I'm new to this , any help would be great.

Needs a spacer between the freewheel & hub side or is too tight on the drop out and needs a washer.
