Hand bicycles for disabled riders

Great tricycle, do the hand cranks count as pedals for the point of view of legality?

Probably yes in the absence of lower limb use as you cannot descriminate.

I hope so.

It appears the system can perform the secondary requirement of being able to propel the tricycle by means of the system without assistance.

I would hate to feel that the people requiring one of these would be denied the same advantage we have been granted.

It would also be nice if the VAT was avoidable as with mobility scooters.

I met a guy once who had Honda Goldwing motorcycle. His wife had no legs, but used to ride pillion. She had to be lifted on, and strapped in to a sort of armchair-like seat. One day he was pulled by the Plod, and warned that if he was seen again with no pillion footrests on the machine, he would be reported for prosecution.
