Help and advice needed

A request aimed at all you geniuses out there! I have a technium privilige aka Raliegh Dover aka Kalkhoff agattu bike. I decided to try and adjust the angle of the handlebar, as I was getting some pain across the top of my shoulders. I used an allen key on the hole on the rhs of the stem, where there are kittle graduated teeth for adjusting the angle and height of the handlebar. It was stiff to shift, but eventually it turned. Nothing happened, so I turned it some more. Eventually, a springloaded sprocket thing popped out around the allen key. It will pop back in, but I still can't shift the handlebar angle. Please can you tell me what I am doing wrong and how to fix it?

If you look under the handle bars at the front there is another bolt to undo, this is a locking device. Undo this, then the bolt at the side, they are both allen screws.
Adjust bars to how you like them, tighten the side bolt and finally the locking bolt at the front. Hope that helps :)
