just bought a powabyke old shopper type it dont seem to work when twist throttle lights come on on twist grip when you twist it you hear motor engage then lights go out and it dont seem to do anything

Measure the battery voltage first.

If the voltage pans out and is in the correct range for the battery voltage a check with your meter will be required to check the throttle hall via it's wiring.
