Hub motor not spinning freely on axle

Right trying to sort out some brakes today ,bike has been running fine , and when putting the wheel back on its not spinning at all ,
It's like there is some stepped reistancre,it turns with small equal pressure each time.
I held the axle in two clamps and it's exactly the same.

Bearing maybe ?

Axle is equal both sides and moves together

Hub is a 1000w 9c clone standard frontnhib

Any ideas

If the wheel is difficult to turn, it's because there's a short between the phase wires. If it only does it when connected to the controller, the mosfets in the controller are blown. If it does it when disconnected, the short is in the motor wires.

Sorry managed to fix it , it was not spinning when not connected,
I decided to connect it and it's spinning freely now ,
Hell knows why it was being like that...

The phase wire bullets were touching.

Sounds like they need a bit of shrink om them.
