Is there a CLICK/LOCK system for cycle panniers

I recently bought a wisper Torque which has a rear rack housing the battery.

Since then I have made two separate purchases of panniers to sit on the rack. With the first purchase the Velcro straps on the underside of the pannier fouled the fitting of the battery in and out

The second one I cut the Velcro straps down to suit but the hastle to remove the bag is too much to do on a regular basis having to do up and undo the straps every time I want to remove the bag for shopping etc.

I am looking for a Click/lock mounting system where by the mounting to the bike rack is permanent and the pannier slides/locks onto the mounting plate like they use for motorcycle top boxes, only in canvas for a pedal cycle.

Any ideas anyone
