Does anyone else have any issues with Kalkhoff paintwork?

I have a 2016 Agattu 8HS in the green, and the paint feels a bit 'soft'. There are a number of locations where the top green layer has not remained in tact and the white undercoat is showing through. Where I've had my panniers on, it's worn through to the bare metal (after only 1000km/6 months), which I'll now have to protect somehow (tape? touch-up paint?)? I'll look at changing my panniers, but they're on a rack designed for panniers, and i thought the finish of the frame if not the rack should be more durable.

Kalkhoff say on their website that "Even heavy hammer blows cannot harm the paintwork" but then say on another page in terms of warranty that "Similarly excluded are damage or defects in the paintwork of e-bike frames. Any paintwork damage, which occurs after your specialist dealer has delivered your bike, is not covered by the terms of the warranty or liability for material defects."

A couple of images are attached. Perhaps I need to find some green hammerite...

They may be using ecological water based enamel paint? If you have the tiniest issue applying it it will stay soft. I had similar issues on my boat where the interior paint was soft for months. The bi-composant solvant based exterior was as hard as a rock within a week.
