This looks like a good set up. Made specifically to fit a Yuba Mundo cargo bike, but potentially adaptable for recumbents.

Yuba Mundo Mid Drive Conversion Kit

It's very similar to the Stoke-monkey kit, though designed so that it could be used without pedaling. Being designed for the Yuba Mondo means a complete electric cargo bike conversion could be had for a lot less (and be sturdier) than the more upmarket Surly Big Dummy.

For legal use here I guess it would need a lower powered motor and pedelec sensor. Perhaps kit could be bought without motor and motor bought in the UK to give more easily accessible warranty backup. Whilst it uses a geared motor I would think a direct drive motor could as easily be used which would make it quieter at the expense of some weight.

I like the way the design uses readily available bicycle parts and generic motor kit ie all the wearing parts are easily replaceable.

Mmmm might have to resurrect past electric assist cargo bike daydreams :)
